how to show flash object below all html controls/elements

I faced problem that draggable div or dropdown style menu can't show over Flash Object(.swf). finally I solved the problem as follows

I used the below code to embed flash object

 AC_FL_RunContent was defined in a javascript file AC_RunActiveContent.js.
But this doesn't serve the problem.
finally I use the code below and it is sovled
